Unlock from talktalk

Sell it because you can't unlock it

It is locked to TalkTalk and they are the only ones who can unlock it.

That would have been true if you had used a Vodafone SIM first. Since you activated it with a talk talk SIM, it is now locked to talk talk. That's the way phones sold by Carphonewarehouse work. If talk talk won't unlock it for you, you're stuck. There is nothing anyone else can do.

They certainly can.

However, they may choose not to do so.

Carrier can decide not to unlock iPhones if they like.

Ok, then you're out of luck.

I don't know if you got it sorted yet but talktalk use the Vodafone network a Vodafone sim will definetley work put a pay and go voda chip in use it for a month and then apply for Vodafone to unlock it for you.
