Q: Can I back up an iPhone and manually move the backup file?

Mac: /Users/<your username>/Library/Application Support/MobileSync/Backup

and use it to restore a different iPhone? likely yes

(also if my iphone is backing up to iCloud and I factory reset it and sell it, then buy a new iphone and connect it to a different Mac, but using the same apple account would I be able to restore the new iphone from the new mac from the old iCloud account?). don't know what you mean here. yes you can restore it directly from an iCloud backup, don't need a Mac for this.
