Sharing with "Everyone" does not seem to work

Greetings,

I have File Sharing and Remote Login checked in Sharing preferences. For my Public folder I have Everyone set to Read Only.

When I use ftp://myip the directory does not show.

The directory does show if I use my username and password ftp://usernam:password@myip

Why doesn't the directory show for everyone? How do I make it show?
