Call immediately goes to "Call Failed" - can make or receive calls

iPhone 6 - 9.3.2 - I cannot fix this problem. Cannot make or receive calls - immediately goes to "Call Failed".

Have done a restore of the software. No luck.

Took out the sim card and put it back - worked for a moment, then back to the problem.

Anyone heard of this - AT&T can't help (on the phone). Could it be a damaged SIM?
