You need to use https://iforgot.apple.com nd if that does not work either, then contact Apple Support so they can verify your identity and help you with the process:
https://getsupport.apple.com

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
If your Apple ID is locked - Apple Support
