Cannot disable automatic downloads and keep getting persistent notification "automatic downloads are not enabled on this device"

A few days ago a weird issue started where every time I unlock my iPhone 6 I receive the notification, "Automatic downloads are not enabled on this device, to enable them, go to Store Settings". When I click ok, I find that Automatic Downloads are already enabled. If I disable them and exit, the next time I come back to that screen they have been reenabled.

On top of this no matter how many times I reenable them, lock and unlock my phone, power off and power on my phone, and enable/disable notifications from App store, I still get this notification every. single. time. I unlock my phone. It's extremely frustrating.

Is there anything I can do short of a backup, factory reset and restore at this point?

I am having the exact same problem. Have gone through all the settings for notifications, restrictions, auto updates, etc and everything is correct and normal. Also compared to another family member phone that is the same model - 5c - and running the same iOS 9.3.2 - with the same provider - Verizon - and everything appears to be set exactly the same except one phone is doing this and the other is not. Very frustrating.

I repeatedly get the same message on my iPhone 5s, but when I go to try to enable the automatic downloads, it will not allow me to. It is disabled, and will not allow me to enable. I finally got it enabled once, but within minutes, was getting the same message again, only to find automatic downloads disabled again. Running iOs 9.3.2.

Anyone able to help? This issue started recently for me, too.

THIS IS NOT SOLVED

The "solution" is to log out of the App Store? That's not a solution at all. Can't update apps or buy new ones if you log out.

My wife's phone started doing the same thing. When I try to change the toggles under the settings, they litter move back right before my eyes. The settings won't stay as I want them.

We need a fix for this please.
