Q: manual download photos from ipad to pc

I want to manually download cameral roll photos from my wifes mini ipad to my pc. Her device is a mini ipad model md531c/a and our pc is a Lenovo laptop model B590. My ipad air 2  downloads through photo stream automaticly but my wifes does not. I believe there is a way to download manually but I am unable to find the tools.  Can you please help.
