VPP / Profilemanager broken. Purchased VPP Apps not pushing to OS X/Profilemanager server

Hi Guys,

Currently running version 10.9.5 server which has had intermittent issues with profile manager over the last year with various issues from push notifications work from associations lost and etc. But now if I purchase an VPP app it doesn't get delivered to the profile manager server anymore?

Where do I look to resolve this issue?

Getting errors like

Sync of VPP Data Failed.

SCNetworkReachabilityCreateWithAddress[Pair] Called with invalid address family 1

Any ideas?
