Why can I not download the latest itunes?

Why can I not download the latest itunes thru http://www.apple.com/itunes/download? When click on this link, the web information cannot be smoothly opened and is it a correct link? I also tried "Check for Updates" in Itunes, but failed, and please support.

The purpose of downloading the latest itunes is to recover/update my iPad 2 as it not work well due to I upgrade its iOS.
