Q: I have a rescue e mail but will not respond when I click the link for my iphone os6 s

I'm trying to access my apple id but I'm lock out because I forgot answer to my security question. I guess somebody had hack my account

iPhone 6 Plus, iOS 9.0.2

I went to the site. I tried to change my password and security questions. Will direct me to rescue e-mail. But the link will not respond.

Thank you for the effort to help. Now I have to use my desktop. tried to access my account, I can not even change my password or security question. And redirecting me to my rescue e-mail. Rescue e-mail will not respond. If seems an unthorized person access my account.
