Who's ID is it? Where are you trying to delete it from?

There apparently is not such Apple ID registered with ASC (separate from Apple ID registration for devices & services) - OR - it has indeed been removed

If you have an iOS device that is locked to someone else's Apple ID, the only way to remove it is if that person removes the device from their account. Otherwise, the device is useless. No one here, no one at Apple can help you.
