Q: Device cannot be used to receive verification code-why?

I do not have any trusted devices in my Apple ID Account.  I would like to add my iPad Air 2 and iPad Mini 4.

 

According to my iCloud account, both devices cannot be used to receive verification codes.

 

Why is this?
