Q: Activation lock cheked

So I used the icloud activation lock check on icloud.com and it says that activation lock is off does this mean if i put the phone in recovery mode that i can just set the phone up as a new phone or No?

If it reports that Activation Lock is off, then you should be able to restore the device.
