Setting up Macbook and can't get OS download to start. Keep getting message 'Temporarily unavailable try again later'

After following prompts to install Yosemite 10.10 a message pops up that says temporarily unavailable, try again later. Its now later and still the same message?

OS X El Capitan 10.11 is current, not Yosemite 10.10 — what prompts are you following?

Getting OS X 10.10 — because it's not current — means using an existing entry in your Previous Purchases in the Mac App Store, or getting a download code from Apple.

If you're downloading either OS X 10.10 or 10.11 via the Mac App Store (and that would be expected), then here are some troubleshooting steps; those can usually get the download restarted.
