My PC sees my device but says there are not any new photos or videos to upload which is incorrect

I am trying to import my photos/videos to my Windows 7 PC. The computer recognizes the iphone, but says there is not any new photos to import (and there are). I have selected allow, my phone is unlocked, not sure what else to try. I have also gone through the link under "my computer' and nothing is there either.
