I plan on traveling to Mexico and I do not want to purchase a plan. If I turn of Cellular Data, Data Roaming, and enable LTE would I be charged if I use WIFI the entire time?

LTE is data and if you turn off cellular data - that goes as well -
The best course is to put the phone in Airplane Mode and then turn WiFi on as and when you need it
Remember even if you turn off cellular data and you have a call come through - different bandwidth - your carrier may charge roaming fees
As long as my phone is on airplane mode with wifi on, it is as if I am just using a dead phone and no charges will be made?

The only slight addition to that is "Be careful if you have or use WiFi calling" - turn that off as well
Your cellular network can activate in airplane mode with WiFi calling on - I have a picture somewhere that shows that - so best to turn WiFi calling OFF as well if you have it or use it

Indeed, key are roaming fees for calls and SMSs.
I do travel quite a lot with my iPhone and for those countries I don't have roaming I still leave cellular data on, just in case of emergency. So I make no calls, and I take no calls and I send no SMSs, and use hotel wifi for everything else, and there are no additional fees on the bill.
