Not all iPod Touches can update to all iOS versions.
If you are currently running iOS 6.1.6 you probably have a 4th Generation iPod Touch, and cannot update beyond iOS 6.1.6.
The hardware (only 256 MB of RAM) on your 4G iPod touch does not support higher than iOS 6.1.6.
