Q: Iphone 6 lost

So my sister lost her iphone 6 and it didn't have icloud activation lock on because I checked her imei on the icloud website. Does this mean if someone found her phone that they can restore it and set it up as a new iPhone or is there a way to turn on activation lock without having the iPhone in hands or is that impossible.
