    Thank you Judy.  I had looked at this article before I posted... I tried calling Apple Support as it says at the end of the article but I believe they were going to charge me so I didn't call.

     

    Anyway, I solved the problem by making a backup of my files on the c drive, removed iCloud from the PC, and then reinstalled iCloud and it synched everything fine!
