There is no present way to disable ones ability to add or remove from the Contacts App itself. I understand that iCloud syncs with Contacts and other apps, but it doesn't control those apps in their entirety. In an effort to get to a positive resolution, may I ask what you concern is for your son adding contacts to his iPhone? Understanding your reasoning may help me think of an alternate solution.
A shot in the dark theory I have is that the two of you may be sharing an Apple ID that is also being used for iCloud? If your concern is for the syncing service connected with iCloud and your sons ability to edit his contacts as well as your own, I would recommend setting up Family Sharing as an alternative to this. It will allow you to share content without sharing more personal stuff like contacts, calendars, and iCloud Photo Library. You can still keep track of your family's whereabouts as well with this feature. If your son is under the age of 13, you can even setup the ability to be prompted on your iPhone for any purchases he may wish to make on his with the "Ask to Buy" feature. Give it a look and see if this is something that may benefit you.
