Macbook Air cannot connect to network printer

Hello

I have a client using a Macbook Air with el Capitan an all available updates installed. This machine can reach the internet, ping the network printer (via wifi, printer is hardwired) and browse to the printer web interface. However when i try to Add Printer it doesnt find it. If i add it manually it appears to detect it properly showing "HP 2055 with duplexer" and once done adding it shows as idle and green in the printer list. However everything we try to print to it sits in the queue and says unable to connect to printer. Originally the printers worked on and off for this machine but ever since resetting the print service we cannot even sometimes print. Any ideas here?

FYI we have multiple of the same mac set ups, two of them work fine two are having this issues. Side by side with a working on i confirmed same os level, same antivirus settings, same network settings, etc.
