Q: Need to free up photos but keep them in iCloud

I have the iPhone 6S. 16Gb version. It is using 4.5GB just to store photos. I have enabled

iCloud photo library
Upload to my photo Stream
iCloud phto Sharing
Summarise Photos
Keep Normal Photos

Optimise iPhone Storage is enabled and my iCloud storage has >10Gb free.

Can i limit the photos stored on the phone? I know they are stored in the cloud, but i don't need 4.5Gb worth on my phone? I don't want to delete photos though as i believe this will also delete them from the cloud.

What can i do?

iPhone 6s, iOS 9.3.2

You can import your photos to your computer using this article. Import photos and videos from your iPhone, iPad, or iPod touch - Apple Support
This way you will be able to free up some space on your iPhone.

I want to continue to take photos and have them automatically uploaded and stored in iCloud - i just don't see why it needs to store 4.5Gb on my phone. Can i just removed some of them? How hard can this be - surely i should be able to select keep last month's worth of photos on my phone?

Will transferring them to my pc keep them in the cloud? How will future photos be handled?
