Q: I have an iPone 6 and am using iCloud Photo Library - I would like to delete approx 2.4 GB of photos from my iPhone - is there a way to do this?

It sounds like you wanted to use iCloud Photo Library as an archive of your photos. It wasn't meant for this purpose.

It is designed to allow you to have full access to your entire library without having to pick and choose what photos and videos you store on what devices as it connects your library using iCloud to all of your devices you have signed in for that service. You can choose the option for Optimize iPhone Storage, which will automatically replace your full-resolution photos with optimized ones for your phone to free up storage. Such a use allows my 64GB iPhone to store over 18,000 photos and 877 videos with quick access on my iPhone and everywhere else while only taking up 4.8 GB on my physical device. The actual full-resolution library takes up over 112 GB of storage which I can access in iCloud.com, on my computer, or by prompting the download of full-resolution content on my iPhone I will to do so with.
Alternatively, if this does not work for you, you can use other services, like Dropbox, to archive your library so you can delete photos completely from your iPhone. If you deleted photos from your iPhone now, they would delete from iCloud Photo Library as well as it keeps them in sync like your Contacts or Notes.
