Apple account does not recognise my wife's ID

Apple account does not recognise my wife's ID but it will not allow the creation of a new account because it reports that the email address (Apple I.D) is not available. This implies that an account exists in her name but Apple cannot find it. How can she establish her Apple account?

Thanks for your response, my Apple ID is *** @ ****.org.uk. I have no issues accessing my own account. My wife's Apple ID is *** @ *****.org.uk however, whenever she tries to change her forgotten password, the option to change it always comes to my email address and offers to change my password (which obviously, I don't want to do). Can you help further?
