"iTunes could not process your request at this time"

"iTunes could not process request, please try again later" keep popping up. I tried resigning into iTunes and it wouldn't let me... It popped up with the same error message that was popping up before I actually signed out. Ty in advance for help... It's not affecting my iPhone, but it's honestly very annoying to have it pop up everytime I open an app.
