Still Image Duration wont change from 3

This is insane, there must be a button somewhere I've missed. Since the upgrade I haven't been able to adjust the duration of a still image.

When I import a new still image in to my project the Timing prperties are automatically set to:
In: 1 ( in frames)

Out: 3

Duration: 3

I can change the number, but it wont save the new number. I can't extend the size of the image in the timeline either.

How can I increase the duration so my background image will remain all throughout the project? Thanks.
