iMessage activation problem

i I turned off iMessage on my iPod touch and now cannot get it back on. I do not get the turn on/off screen when I tap the iMessage icon or thru settings. I only get the sign in screen. Trying to sign in only results in the activation error. I have checked wifi, date and time. I have wiped my iPod and restored it thru iTunes. Problem persists. If I turn iMessage off on my other devices, I have no problem turning it back on and activation is a breeze. What has happened to my iPod and how do I fix it? I want to throw it against the wall. No device should take so many hours trying to fix a problem.

What model iPod touch is this and what version of iOS is it running? Your first post says it's a 4th gen model running iOS 9.3.2, but that can't be right - the 4th gen iPod touch won't run iOS 9, it stopped at iOS 6 if I recall correctly. If you are running iOS 9.3.2 then it has to be either a 5th or 6th generation iPod touch.
