Setting up Iphone 6s, stuck on 'Connect to Itunes' screen

Hi, I am setting up my iPhone 6s and it is stuck on 'Connect to iTunes' screen. The phone has synced to iTunes and connected with the PC about 5 times but the phone screen always goes back to 'Connect to iTunes'. I have restored phone and the same thing happened. It's also directed me to upgrade software which I have done. I can't get away from this 'connect to iTunes' screen so can't use my phone. I chose the 'restore from iTunes' option when setting up the phone. Can anyone suggest any further action?
