I have run into an annoying problem since updating to El Capitan on my mid 2011 21.5 iMac
When I am trying to put something in quotations, the first quote mark looks like a double comma ( „ ) instead of a double apostrophe ( " ) . I've noticed it in Mail and Word.
Any Ideas???

Check the language setting you're using in System Preferences and any similar settings in Word. Low quotes are used in several Central and Eastern European languages in preference to the analogous English opening quote characters.
System Preferences/Keyboard/Text - check for the option set in Double Quotes.
Than you, this worked.
I went to System Preferences > Keyboard > Text > changed settings under "for Double Quotes"
Quotation Marks look like double comma
