Perhaps it was lost and no one has tried to turn it on.

Perhaps if it was stolen, the thief couldn't get into it and threw it out.

Unfortunately I don't think there's anything you can do to track the location of the phone as long as its off & not connected to a network. Sadly odds are that the thief realized it was pass protected and of no use to him & either threw it in the trash or sold it for parts.

I assume you've reported the loss to the police? Did you try to actually go to the place it was & look around?
