Q: Is this how Photos for Mac works on El Capitan?
I have metered satellite internet from Exede. Yes, I know you may think it deplorable, but it is either that or dial-up where we live.
I had a program uploading massive amounts of data at speeds I didn't even know were possible with our service, over 1 gig in 3 minutes. After some detective work it seems that the Photos for Mac app was auto-uploading to my Icloud account. I was able to shut down the program with Little Snitch. Since then I discovered the shut off setting in Preferences.
So tell me if my understanding of Photos is correct: the default setting is it auto-upload pics on your Mac to your Icloud account, and it will also auto upload pics of any Ipads or Iphones registered through your Mac with the same account.
Is my understanding correct?

That is not the default. You have to enable iCloud Photo Library in the Photos > Preferences > iCloud for that to happen, also in System preferences > iCloud > Photos.
And be fore you enable it make sure, if you have signed up for an iCloud Storage plan with enough iCloud storage to hold a large and growing Photos Library. Without a paid subscription you only have the 5GB of free cloud storage, and that will not work, if your Photos Library is large.
If enabled, iCloud Photo Library will keep your Photos Libraries synced and identical on all devices that have iCloud Photo Library enabled and are using the same AppleID for iCloud. iCloud Photo Library FAQ - Apple Support https://support.apple.com/en-us/HT204264
