If your ATV won't respond to the remote, and you cannot use the method linked above, you will need to use iTunes on a computer and a USB-C cable, prpvided it's an ATV 4.
If the unit is unresponsive, I would suggest you take it to an Apple Store and have them restore it for you.
Purchasing the correct USB-C cable can be a bit of work. You need one that has the correct USB connector for your computer on one end and the USB-C connector on the other. In addition the cable must be capable of data transfer which all are not.
You should not need to restore an ATV with the cable. I have had multiple ATV's since the first in 2007 and never once had to connect it to iTunes to restore any of them.
