Q: How to delete photos from previous iCloud backup?

Hello,

I have the 5c running iOS 9.3.2.  I wonder if perhaps someone with more insight than myself could help me discern the best approach to take tackle space issues.  Excluding purchasing more space, deleting everything I currently have backed up, and purchasing a phone with more space.    Currently I pay for 5 GB of additional space.

Storage Status (per storage & iCloud usage):

Used: 10.2 GB

Available 2.0 GB

Photos & Camera: 3.7 GB; Photo Library 3.6 GB, Synced from iTunes Library .7 KB, My Photo Stream 122 MB, Shared Photo Stream 4.2 KB

iCloud Storage is Full (under Manage Storage for iCloud):

Total Storage: 5.0 GB

Available: 0 bytes

Photos:

iCloud Photo Library: 2.2 GB

Backups:

iPhone (this iPhone): 6.4 GB

Latest Backup: 3/17/16

Currently, iTunes indicates 3.7 GB or 1102 photos currently exist in my backup storage.

When I log into my iCloud account under storage, of which I only have 5 GB, I see 2.7 GB of photos and 6.36 GB in backup space.  I have been having obvious issues with freeing up space.  There are no apps being backed up currently from my phone nor my Apple watch and only 1.14MB of documents in the backup bucket.

I have visited the Apple store several times and no one has been able to find a way to resolve this.  I've been told to go to my iCloud account and delete things, including old backups.  The only instance of a backup is the one referenced above.  At this point, I wonder what I should do?  I am open to suggestions.

Thank you kindly.
