Replying to ALL on here... I'm beginning to rethink switching to Apple. Getting NO help with this, if I can't have my music on my phone whats the point in having the exalted IPHONE ? As a former field tech support is paramount to success on most things. If this is the support from Apple, I'm extremely disappointed! 😟
So I have been getting this on my Iphone6 for over a year and I have not seen a solution to this issue.

I've just been trying to sort the same problem with a client. I needed to add their Apple account so I could send them the app via TestFlight.
Believe it or not what fixed it for us was just re-sending the invite and then trying a few times to activate the account. Eventually it just went through. I've no idea what caused the problem, flaky internet connection perhaps, who knows?!
Anyway, all I can advise is try re-sending the invite, switch stuff off and on again and make sure you're on a good Wi-Fi connection if possible.
