If it is damaged or out of warranty then they will not.
There could be exceptions, but this is the rule.

Your iPhone accessories are covered under the same warranty that your iPhone. I say iPhone, but this applies to your iPad as well. You can Contact Apple for support and service - Apple Support and with the verification of your warranty status on said device, they can mail you a replacement cable. You can also schedule an appointment at the Genius Bar of any Apple Retail Store for this as well. So long as the cable doesn't show signs of unusual abuse, it is covered for free.
