Q: Discovery from Windows 7/10 to Mac requires toggling FileSharing

I have a number of Windows 7 and 10 machines (some are Macs running BootCamp and others are "real" PCs) that all exhibit the same problem. When I double-click on the Network icon to display computers on the network, my Mac mini running 10.11.5 can't be seen even though I have verified that File Sharing is turned on -and- the SMB checkbox is enabled. What -does- fix the problem is toggling File Sharing off and then on (on the Mac). Within a minute of this action, doing a "refresh" on any of the Windows machines shows the mini and all then works properly.

 

I've checked whether LittleSnitch might be the issue but, even with its "Network Filtering" stopped, the only thing that makes the Mac visible on the network is the above-mentioned toggle.

 

Now, what also works is if, after I toggle File Sharing off/on (on the Mac) and then create a shortcut for the share (on the Windows machines), they can connect to the Mac using that shortcut after I reboot the Mac even though it doesn't appear in the Network Neighborhood (and I don't toggle File Sharing off/on).

 

Am I missing something? Up until a month ago I was still running Mavericks and never had that issue. Is this an El Cap issue?
