Q: I can't update Photos

I was trying to move photos from my phone to my computer but the "Import Photos" tab never came up. I assumed this was because I needed to update my Photos app but it wasn't working. I couldn't update my Photos app because it said:

I looked on Apple Support and someone had asked the same question. The post said to delete Photos and reinstall it. It also said that if the app didn't show up in the Mac App Store I needed to unhide it. That included a link on how to unhide apps from the Purchases section.

I did everything that it says to unhide the application I need (Photos) but it never showed up in the Manage Purchases thing. Is there anyway to fix this or is there something else I need to do to get my photos from my phone to my computer?
