Tags on other internal drive not showing up.

MacBook Pro (13-inch, Mid 2012)

Yosemite 10.10.5

I have two internal drives.

Drive 1 is the OS

Drive 2 is internal storage and in place w/an optibay.

I have tags on both drives.

When I am in Finder and click on the tag in sidebar to bring up all files/folders with that tag, it only shows the tags on drive 1.

I have attempted reindexing the drives through this method. Rebuild the Spotlight index on your Mac - Apple Support

My question: How can I get OS X to show me tags on all drives?
