a icloud locked iphone connect pc. update iphone and itunes. forgot password help to done a new appel id.which id open icloud drive.and show page,settings,keytone,number. now what can i do for icloud unlocked and open iphone 5s.

This is a little confusing. You have a device that is iCloud locked, commonly called Activation locked. You have forgotten the password of what, the iCloud ID, or the passcode of the phone itself? Now you are trying a new Apple ID and cannot unlock the iCloud?
What exactly is the problem, and what exactly are you seeing on the screen? If this device is activation locked, only the ID used to lock the device can be used to unlock it. You cannot create a new Apple ID and expect to unlock a device that is locked to another ID.
