Settings > TouchID & Passcode > (Enter passcode) > Add a Fingerprint

You will need to log in before you can change/add anything.
Why are you having a problem accessing your iPad now?
Settings > Touch ID & Passcode > Fingerprints > Add Fingerprint.
You'll have to unlock this setting pane with your passcode first.
