Q: Magic Mouse 2 Won't Automatically Reconnect

Here's the sequence of events:

1. Reboot Mac into Windows partition.

2. While Mac is shutting down, power Magic Mouse 2 off to use a Windows-friendly USB mouse.

3. Use Windows.

4. Reboot into Mac partition.

5. As Windows is taking its sweet time shutting down, unplug USB mouse and power-on Magic Mouse 2.

6. Mac OS X boots to desktop.

7. No bluetooth mouse found.

I've tried resetting SMC or PRAM or whatever that's called - still have the same problem. I've tried clicking the mouse and moving it to wake it up or something - you can pound on it for a minute and nothing changes. I've turned it off and back on again, reset the computer, toggled Wi-Fi and Bluetooth on and off in various orders, tried to make the computer forget the mouse and then re-add it - nothing stops the problem from recurring. I can get it to reconnect only after a few minutes futzing around with the bluetooth settings, and I can't figure out which thing I do will make it work regularly. The problem is simply this:

When I return from my Windows partition, Magic Mouse 2 will not reconnect.

The issue isn't addressed anywhere I can find because my search results are full of people with problems described by the same words I'm using, but who aren't having the same problem.
