How do I sync my I-phone 6 to my dell computer with windows 10

My I-tunes on the computer is not recognizing my I-Phone 6. The computer sees it as an I-phone external storage device so I believe the port and cables are working. Not sure what the issue is?

iPhone 6, iOS 9.3.2
