no but your wifi network needs to allow the required ports

Try the following steps, check whether things are working after each step where appropriate, before trying the next.

    1. Check AirPlay is turned on on the Apple TV (turn it off and on if it already is)
    2. Check that both devices are on the same network (Settings > Wifi, on the mobile device and Settings > General > Network, on the Apple TV).
    3. Restart the Apple TV (Settings > General > Restart).
    4. Restart the Apple TV by removing ALL the cables for 30 seconds.
    5. Restart your router. (Also try removing it’s power cord for at least 30 seconds)
    6. Restart your mobile device.

TThanks Winston tried it twice.   Wondering if my ip address hast to be identical. .  They are except one ends in .10. And the other ends in .15. Does that matter?

ALso so does it matter what the DNS NUBERS ARE ?  Mine are not the same at all. I have an alternate vpn which i wonder if it is related. I normalky have it disconnected

No, each device needs to have a unique IP address.  They absolutely cannot match. The first 3 numbers must be the same, the last one must be different.

Your DNS should match, since the iPad should be connected to the same network as the Apple Tv, and as such be getting the same DNS addresses from the router.

The VPN may be interfering, if possible turn it off.

Are you selecting the correct Apple TV from the AirPlay menu on your iPad?

Are you turning on the Mirroring option in the Airplay menu after selecting the Apple Tv?

If you do not see your Apple Tv in the AirPlay Menu, then that means the iPad has not detected the Apple TV.

What is the Apple Tv connected to?

Is the iPad connected to the same thing?

How is your network set up?

Don't mess with DNS, leave it at automatic on all your devices, the numbers should then be the same everywhere.

With regard to the IP address, there are 4 sets of numbers in an address, the first 3 sets should be identical, the last set should be different.

I'm not sure that DNS settings are the cause of your AirPlay issue, but generally they should be the same, I assume from what you have said that the iPad DNS settings are not automatic, where did you get them from.

WWhen I change the DNS on my Apple TV settings to both numbers above to no avail. I will put it back to automatic even though it gives me neither of the two numbers shown. If it is not my DNS numbers what else could it be.  I can play netflix on my appke TV without any problems

Where are the addresses from that you have put into your iPad, what addresses do you get on the Apple TV when it's on auto.
