message not sending text message but only imessage

What OS version are you using? If Mavericks, you need at least Yosemite.

What happens when you try and send a Text message from the iMessages app?

Does the person you choose in your Contact list have "Text Message" by their name when selecting them in the iMessages app?

If so, then their name should turn Green when you select to send them a Text indicating this is not an iMessage.

An iMessage recipient will be the color of Blue when selected to send them an iMessage.

In your Messages preferences, do you have both your mobile phone and your email address checked for receiving messages?

Tell us a little more of why you can't send a "Text Message".

The settings you need to change are on your iPhone. Make sure you're using the same Apple ID on both devices. The, on the iPhone go to Settings>Messages>Text Forwarding and chose your Mac.
