According to the man page, they are here:
/usr/local/lib/vim/vimrc System wide Vim initializations.
~/.vimrc Your personal Vim initializations.
Neither exist by default. Did you create them?

I find it. /usr/share/vim.
bash-3.2# rm vimrc
override rw-r--r-- root/wheel restricted,compressed for vimrc? Y
rm: vimrc: Operation not permitted
I can not delete it still.

I'm fairly certain /usr/share is protected by SIP. You would have to disable SIP in order modify that file.
Why do you think you need to delete it?
