You are right. I am using AirPlay for the streaming. I had turned off everything. Even I rebooted the Apple TV and the iPad and it does not work.
I am also using the latest version of Apple TV and the latest software in the iPad.

is it only those movies which has the issue ?
some iTunes bought movies will require internet connection to play to validate the drm
some players actively block airplay mirror it's is the right of an app maker to not wish their material be mirrored to a tv

After you start AirPlaying the content, but it doesn't play, open Control Center, and the AirPlay menu, and briefly switch back to iPad and back to Apple TV. You may also need to hit Play on the remote; you can tell by the appearance of the progress bar on TV.

I can watch Movies streamed by the iPad, as well as videos purchased in iTunes, My home videos are those that I can't watch.

The worst is that I never had that problem with Apple TV 3 Gen

when I talk steaming I mean the atv taking an active role in playing media not stored on the device this can be from a steamed iTunes library on a computer (iTunes needs to be running for this to work) or from apples iTunes store like movies and trailers and the likes or third party apps
when I talk airplay mirror the appletv becomes a display for the ios device or the computer and display whatever those display
so is your issue with airplay mirror or steaming from the shared lib ?
if airplay mirror then not all macs support airplay mirror for them to do so their video card has to support realtime h264 encoding if it does not support that you can use third party programs such as airparrot but there could be lower performance as they handle the h264 encoding in software

if your issue is accessing the shared iTunes lib then you should look into if the required ports are allowed in your computers firewall TCP and UDP ports used by Apple software products - Apple Support

What iPad app are the videos stored in? Are they in Videos, Photos, or ...?
Are you sure that you tried what I suggested? You begin to AirPlay the video, and it disappears from the iPad screen, says "playing on Apple TV". Then, you open Control Center on the iPad, open the AirPlay menu, and briefly turn AirPlay off and back on.
I just tested a video taken with the iPad camera and stored in Photos. It AirPlayed to ATV 4 without a hitch.
