Q: network issues

I'm having some major connectivity issues which I'm trying to solve. I think they have something to do with a server upgrade that my service provider made a few days ago. I spoke with them about it and they are saying it's my computer settings but I disagree. Here are the issues:

 

I maintain and update a number of websites and suddenly a few days ago, I'm having problems trying to upload files via ftp. I can connect but it keeps skipping files by timing out, what should take a few minutes to upload, takes hours to upload only some of the files. The partial log below shows some files uploading and others timing out. This happens with all websites and I've tried different ftp programs with the same results. My firewall is turned off.

Also, I can no longer stay logged in to a website control panel I keep getting a popup saying my IP changed and I have to login again but a few seconds later, the same thing happens. I've done a PING test for my IP and the other domains and I get "Host is down" results. I have the same ftp issues on my laptop as well as my iMac but when I connected my laptop to a friends network, everything works fine and I haven't changed any settings. I have no other connection issues or slowdowns with internet connections, emails, etc.


Any help or suggestions would be greatly appreciated!
