It sounds like your iPad passcode needs to be reset. To remedy this I'd recommend reading the following article:
If you forgot the passcode for your iPhone, iPad, or iPod Touch, or your device is disabled
Whether you decide to erase and reinstall iOS using a computer with iTunes or iOS, hopefully you'll have a backup you can restore from. If you do, you will find this article useful as well:
