How do I switch back to sending iMessages and not text messages

i use to send imessages to a different iPhone but one day it failed to deliver imessage so I sent as text message now it always sends text messages and

wont change back to sending Imessages to that one person. How should I change it back.

iPhone 6s Plus, iOS 9.3.2
