No. That's not how iCloud Photo Library was designed to function.

iCPL is designed as a syncing service, not a backup or a cloud storage service. It functions by syncing all additions, deletions and edits performed on any one device to all other devices, including iCloud and your computer.

If you are concerned about storage space on your iDevice, select to use an Optimized local library in Settings > Photos & Camera. This allows Photos to take up only as much storage space as is available and constantly reducing the library size if you need more for other apps or data.

    Dropbox is considered reasonable secur.

My suggestion would be to use Dropbox ad an off-site backup. Setyour local computer Photos library as full-resolution Originals (not Optimized), then set Dropbox to copy/backup the entire Photos Library file (in your Users > your acciunt name > Pictures folder). This way you always have your originals on your computer, iCloud also keeps your originals in cloud storage, and Dropbox is your off-site backup. You don't want to take any chances with irreplaceable files like your images.
